Bulgarian government in its efforts to make the most of this new instrument has asked the World Bank to help in the preparation for this funding. Under a reimbursable advisory services agreement, the World Bank has committed support in enhancing the regional development process in the country and in building the capacity of the Regional Councils as main vehicles for the implementation of the programs.
In the framework of the OECD project Supporting decentralisation in Ukraine, a study visit hosted by the Flemish Agency for Home Affairs took place from 24-27 April in Brussels with a day trip to Ghent. The aim of the study visit was to get first-hand experience of practices put in place in the Flemish Region in terms of public service delivery and regional development, as well as to visit the European Union institutions in Brussels.
The visit focused on the Flemish experience in terms of managing local public services and regional development. The meetings with the representatives of the Flemish Agency for Home Affairs and the East Flanders region officials in Ghent addressed the issues of regional development, service delivery and public finance management.
The meeting with the EU Directorate General for Regional and Urban Policy (DG Regio) contributed to a fuller understanding of the European regional development policy and its impact with respect to administrative, investment and service delivery capacity in Europe, and addressed the issues of the horizontal and vertical co-ordination mechanisms as well as the main challenges of effective implementation of the regional development policy.
The Handbook draws on the diverse experiences of local governments in the implementation of UN asset management toolkits. It has resulted from numerous consultations with top experts in the field, within the UN system, multilateral and regional development banks, local government associations, universities and think tanks. Contributing entities have expressed strong interest in joint capacity development activities to apply the tools contained in the Handbook in their constituencies and Member States, in close collaboration with UN/DESA and UNCDF.

The Northwest Georgia Regional Commission provides a wide variety of technical assistance services to local governments, including local and regional planning and economic development assistance. The center's programs flow from the actions of the U.S. Congress, the Georgia General Assembly, and decisions of local governments.
The NWGRC is a multi-county organization consisting of 15 Northwest Georgia counties and 49 municipalities. Major responsibilities of the regional development center include: implementation of the Georgia Planning Act of 1989; administration of the Area Agency on Aging; administration of the Workforce Investment Act; and providing planning and development assistance to member governments in areas they could not otherwise afford.
The Northwest Georgia Regional Commission assists member local governments with implementing the Georgia Planning Act of 1989. Local comprehensive plans address community needs and objectives for economic development, community facilities, natural and historic resources, housing, and land use. Plans must be updated every ten years.
The NWGRC encourages counties and municipalities to work together to identify common problems and opportunities and to seek countywide solutions through joint plans. Local plans were used to develop a joint regional plan that identifies opportunities for counties and municipalities to work together on a multi-county basis. The Northwest Georgia Regional Commission have prepared a regional plan for the 15-county State Service Delivery Region 1. The NWGRC also assists local governments with preparing solid waste management plans as required by the Georgia Comprehensive Solid Waste Management Act.
